Clay County’s LIFE Center project shows how thoughtful planning, flexible phasing and a deeply collaborative preconstruction process can turn financial constraints into forward momentum for a rural community. When completed, this multi-generational community center will offer a welcoming gathering space, commercial kitchen, gymnasium, childcare center and youth lounge—providing something for every resident to enjoy.

Building a Vision Without All the Funds on Day One

The City of Clay Center partnered with Grow Clay County, a 501(c)(3) organization in rural Kansas, with a combined mission and a strong community need—but not full funding at the start of construction. At the same time, they were working against a grant deadline with a firm sunshine date. Missing it would mean losing a critical piece of their financial foundation.

They needed a path that allowed them to show visible progress, protect their grant and adapt as donations and funding continued to grow. That combination required a construction partner who could understand not just the building, but the funding stipulations driving every decision.

A Gated, Flexible Approach to Construction

The McCownGordon team recommended a strategy that balanced progress with financial reality:

• Build the full structure now, sized for the LIFE Center’s long-term vision.
• Finish interior spaces in phases, aligning each step with available funding.
• Maintain the ability to pivot, adding or deferring components as new dollars came in.

This approach allowed the organization to demonstrate progress to the community—an important part of sustaining momentum—while staying within the boundaries of their evolving budget.
